In 1992, the first Black mayor of New York City, David Dinkins, proposes to make the oversight committee that examines complaints of police misconduct independent of the NYPD.

In opposition, on September 16, ten thousand police officers march on City Hall, listen to speeches — including one from Mayoral candidate Rudy Giuliani — drink at nearby pubs, and chant criticism of the Mayor. They then start crashing barricades, jumping on cars, blocking the Brooklyn Bridge, and beating up members of the press. While the on-duty force scrambles to deescalate, a police helicopter blares support for the protesters from above.

A couple dozen officers will later face discipline but no one is charged with any crime.

In less than a year, the police oversight board will be made independent of the NYPD.
