On April 7, 2001, in Cincinnati, Ohio, 19-year-old Timothy Thomas, wanted on 14 warrants — a mix of seatbelt and unlicensed driving infractions — is chased, shot and killed by police, the 15th fatality caused by the CPD in 6 years, all Black men. Roger Owensby, Jr. died in police restraint just five months earlier.

Unrest begins two days later, when 200 residents gather outside City Hall and the Police Department, demanding accountability. Rocks and bottles are thrown. Over the next four days, the crowds grow, downtown businesses are vandalized, looted and set on fire. 800 people are arrested. Police violently disperse a peaceful gathering after Thomas’s funeral on the 5th day.

The officer who shot Thomas is acquitted. The CPD institutes reforms, but number of police shootings doubles in the 2010s.
